Re-write the Mass Ratio in terms of Weights:
mo/mf = EXP[ V/g/Isp]
= (Wp+Wi+WL)/(Wi+WL)
where:
Wp = Propellant Weight
Wi = Inert Weight
WL = Payload Weight
